Do I need a PAL or TAL for Canada?
Most post-secondary study-permit applicants need a Provincial/Territorial Attestation Letter (PAL/TAL): it confirms your place inside your province's allocation under Canada's international student cap. Flow: LOA first, then request the PAL/TAL from your university or provincial portal, then apply via your IRCC account with the PAL attached. Quebec uses the CAQ instead.

What is the Canada study permit cap?
Canada limits how many international study permits are issued per year, split into provincial allocations. Universities can only admit capped-program students within their allocation - which is why the PAL/TAL exists. Rules and caps change by year; verify on canada.ca before applying.

What about Quebec - CAQ or PAL?
Quebec does not use the PAL/TAL: you need the CAQ (Certificat d'acceptation du Québec) instead. Order: LOA -> CAQ application -> federal study permit with the CAQ. Budget extra time - the CAQ step adds processing time.

Open your profile page and check the "Study Resources" section - it lists free courses, books, videos, university lectures, free software subscriptions (GitHub Student Pack, JetBrains, Autodesk...) and funded programs matched to your subjects. Update your target disciplines on the profile to refresh the list.
